The depth and diversity of Liberty’s staff members’ experience sets us apart from other consulting companies. Our principals specialize in environmental regulatory matters, land and water sciences and industrial pollution control systems. Our staff includes engineers, professional geologists, many with experience with private companies and regulatory agencies before entering the consulting field.
Our office based staff provides regulatory consulting and engineering for air, land and water related projects. Our field service personnel are hands-on specialists who spend much of their time conducting site evaluations, performing conducting soil and groundwater testing, operating and maintaining remediation equipment and managing industrial testing programs.
Suzanne M. Leggett, Ph.D., Principal
B.S., Mechanical Engineering, M.E., Environmental Pollution Control, & Ph.D., Environmental Engineering
Sue has 26 years experience working in the fields of industrial ventilation and air pollution control. She leads Liberty’s industrial project engineering work and performs engineering, design, installation management, field start-ups/commissioning, and maintenance and engineering training for end-of-process control equipment. Her project work includes new capital pollution control equipment, field trouble shooting for existing equipment, and modification and additions for equipment compliance and improvements. Sue has successfully managed the installation of fabric filters, mechanical filters, catalytic oxidizers, thermal oxidizers, wet scrubbers and carbon adsorption equipment.
Gavin L. Biebuyck, Principal
B.S., Physics
Gavin has 21 years experience in air quality management (e.g., PSD, NSR, MACT, and Title V) and environmental consulting. He began his environmental career with the Pennsylvania DEP in their Lancaster, PA office. At Liberty, Gavin directs projects that involve environmental permitting, air quality management, environmental risk strategy evaluations, and environmental auditing. He also provides regulatory affairs consulting, permit review services, EMS development, and environmental training for a variety of industrial and municipal clients. Gavin has assisted clients in meeting their regulatory obligations in over 30 states.
James P. Cinelli, P.E., Principal
B.S., Civil Engineering, M.S., Environmental Engineering & M.B.A.
Jim has 17 years experience in site remediation, land development, wastewater permitting, wastewater treatment, storage tank management, hazardous waste management and environmental compliance audits. He leads Liberty’s earth sciences and water engineering practices. His project experience has included innovative designs of wastewater and groundwater treatment systems, including phytoremediation and bioremediation technologies. He has completed assessments of numerous commercial and industrial properties for due diligence purposes, and has successfully completed numerous voluntary and government-mandated cleanup actions on contaminated properties.
David S. Coyne, Principal
B.A., Environmental and Earth Science; M.S., Water Resources and Environmental Engineering
Dave has 15 years experience in groundwater and soil assessments, investigations and remedial programs, as well as water resources and surface water studies. His primary focus has been land development and real estate environmental advisory services, including complex due diligence evaluations and environmental decision making for industrial and commercial property transactions. These project areas utilize his professional expertise in water resources engineering, surface water and watershed modeling, dam breach flow analysis, and urban stormwater management and design.
