Program Summary: EPA’s NEW BOILER AND STATIONARY ENGINE RICE AIR REGULATIONS
The U.S. EPA mandated “Boiler NESHAP” and “RICE NESHAP” rules were finalized in early 2013 and impose emissions standards and/or work practice standards on certain boilers and emergency engines like generators and diesel fire pumps. The compliance date for existing boilers subject to the Boiler NESHAP is March 2014 and the compliance dates for the RICE NESHAP were in May and October 2013. The Boiler NESHAP applies to any boilers that burn oil, biomass, or coal. The RICE NESHAP applies to stationary engines such as emergency generators and fire pumps located at industrial facilities. The RICE NESHAP also imposes strict emissions limits for “non-emergency engines” like emergency generators enrolled in peak shaving (e.g., demand response) programs and may require that the generators be retrofitted with costly catalyst systems to meet these limits. These new air regulations are likely not identified in your current air permit because the rules were finalized after your operating permit was issued.
Liberty Environmental Principal Gavin Biebuyck will explain the new rules and the recordkeeping and work practice standards required in the rules (e.g., routine boiler tune-ups, annual oil/filter changes in engines). You’ll gain an understanding of what internal combustion engines (emergency generators, diesel fire pumps, etc.) and boilers are subjected and what notifications, work practice and recordkeeping requirements are now in effect and which come into effect in 2014.
