Biebuyck to Present at the Pennsylvania Bar Institute Environmental Law Forum
The Pennsylvania Bar Institute will hold its annual Environmental Law Forum in Harrisburg on April 6th and 7th, 2016. Gavin L. Biebuyck, Liberty Principal, is among the faculty for the program as a panelist presenting an “Air Modeling and Monitoring Update.” The panel will discuss when modeling and ambient monitoring is useful in litigation context, including when it is admissible. An update on EPA’s recent changes to the Guideline on Air Quality Models, as well as the latest on attainment determinations for the 1-hr SO2 NAAQS is also planned. In addition, the panel will review U.S. EPA’s Next Generation Compliance enforcement initiative and EPA’s stated goals of “advanced monitoring” and “transparency” with regard to “fence-line” ambient air quality monitoring programs and making that data public.
Gavin leads Liberty’s Air Quality and Compliance practice. He has 28 years of experience in air quality regulatory and permitting matters. Prior to his career in environmental consulting, Biebuyck worked for the Pennsylvania DEP in the Bureau of Air Quality.
